John Windhausen, Jr. provides legal, legislative and regulatory consulting services to a variety of non-profit and corporate entities through his firm, Telepoly Consulting. After beginning his career as a staff attorney with the FCC in 1984, be moved in 1987 to the staff of the U.S. Senate Commerce Committee, where he served for nine years. His work included the Cable Act of 1992, the Spectrum Auction Act of 1993 and the landmark Telecommunications Act of 1996. In 1996, he became General Counsel of a consumer advocacy organization called the Competition Policy Institute. From 1999 to 2004 he was President of the Association for Local Telecommunications Services (ALTS), the leading trade association representing the facilities-based CLEC industry. He is a graduate of Yale University and the UCLA School of Law.

Eli Neiburger (Ann Arbor District Library)
Eli Neiburger presented a video created by AADL Productions. AADL Productions is a special department of the Ann Arbor District Library devoted to the creation of digital collections that support the cultural, recreational, and informational interests of the Ann Arbor community. They created a 12-minute video on "killer applications" – online products and services such as YouTube that require strong connectivity and often stress the capabilities of library networks. The video concentrated on planning for future applications.

Bob Bocher (Wisconsin State Library)
In the afternoon, Bob Bocher moderated a panel on capacity planning made up of Jim Bruxvoort (Kent District Library), Steve Eiben (Ypsilanti District Library) and Laurie St. Laurent (Marshall District Library). They revealed how libraries of various class sizes handle their networks and planned for future traffic.

Carol Underriner of BTU Consulting, the Library of Michigan’s E-rate consultant, moderated an E-rate Success Stories panel. The panel was made up of Sheryl Cormicle Knox (IT Director, Capital Area District Library), and Roger Mendel (Mideastern Michigan Libraries Co-operative Director and Interim Director for the Northland Co-op). Sheryl discussed CADL’s history with E-rate and how E-rate funds are helping them to lay fiber to each of their branches. Roger discussed the long-standing role of co-ops in obtaining E-rate funds for Michigan libraries.

The last segment of the day was a question and answer period moderated by Carrie Lowe of the ALA-OITP. It was made up of John Windhausen, Bob Bocher, Eli Neiburger, George Boersma and Carol Underriner and covered questions that came up during the course of all of the sessions.
